     This is a public service announcement from the Illinois Department of Transportation.  To all unsuspecting motorist and pedestrians.  Let it be known that on this day Rachel Ann Whitaker took her permit test, passed, and received her official driving permit.  Please proceed with caution when on all roadways and sidewalks. :)   AND her parents couldn't be prouder! (or more frightened!) :) :) :)
